How InboxBouncer decides: it scores messages on behavior and content β fake urgency, template phrasing, visa/C2C req dumps, lack of personalization. It does not filter by nationality, ethnicity, or country of origin, and it never will β that's both wrong and legally radioactive for a product. Judging the spam by what it says is also what actually works, because blasters routinely send from spoofed US numbers, US shell-company names, and generic Gmail/Yahoo addresses.
